  • Missouri Statewide Interoperability Network, or MOSWIN, a statewide, mobile VHF/P25 system allows any organization linked to the network to communicate with any local, state, regional or federal agency of choice
  • MOSWIN comprises communications towers, base stations and software, working in tandem to produce a statewide mobile system, with portable coverage for agencies in close proximity of the tower sites, or those equipped with mobile repeaters. Meeting an FCC public safety narrowbanding mandate, MOSWIN operates on five channels per site in the “trunked” radio mode, utilizing a predominant mix of 75 VHF/P25 sites across the high-band public safety spectrum (150 MHz). Additionally, coverage can be expanded through 700 MHz sites
  • Partnering with Motorola to strengthen its communications infrastructure was an important step for Missouri public safety. Neighbored by states on all sides, MOSWIN was designed not only to achieve interoperability with local and county agencies, but with outside responders from Illinois and Nebraska, and others.
  • Since adoption in 2013, there are 606 different local, state and federal agencies linked on MOSWIN, with over 17,000 radios on the system, in various capacities, from part-time use to full-time operation. There are also 220 24-hour dispatch centers utilizing the MOSWIN system for interoperability capabilities via control stations. Several other state agencies are also in the process of making the transition to MOSWIN.
  • The adoption of MOSWIN meant that groups like the Missouri State Highway Patrol, Department of Natural Resources and State Emergency Management Agency now have a cohesive, widespread communications hub capable of reaching other agencies in Missouri and beyond.


  • NOTE There are currently NO Phase 2 talkgroups or Phase 2 capable towers (But some towers "report" as Phase 2 capable via pro96com) DISREGARD THE PHASE II NOTE BELOW
  • NOTE As of 9/25/24, There are a couple of Phase II TDMA Talkgroups reported in Jasper County, Missouri.

Information

The capability to communicate across jurisdictional and discipline lines (interoperability of communications) is one of the top priorities of Missouri’s homeland security program. Ensuring that neighboring jurisdictions and multiple disciplines can communicate with each other leads to better emergency and disaster response and ultimately makes for safer communities.

Missouri has built a statewide public safety interoperable communications system, known as the Missouri Statewide Interoperability Network (MOSWIN). MOSWIN is a network of communications towers, base stations and communications software. The project is providing the infrastructure that will provide interoperable communications throughout the state to both state public safety agencies and any local jurisdictions that wish to use the system for their interoperable communications. The system meets a Federal Communications Commission mandate that all public safety agencies in the U.S. operate only in a “narrowband” mode after Jan. 1, 2013.

The Statewide Interoperability Network serves two primary functions:

  • Missouri Interoperable Communications tower
  • Providing internal communications capabilities for state agencies, including the Missouri State Highway Patrol, Department of Natural Resources and State Emergency Management Agency.
  • Providing a statewide interoperability platform and access for local agencies to achieve interoperable communications with local, state, regional and federal agencies.

The network operates five channels per site in the “trunked” radio mode and utilizes predominantly VHF High Band public safety spectrum (150 MHz) consisting of 75 radio sites statewide. Talkgroups

Public Safety Answering Points (PSAPS)

  • Control Stations at 24 hour PSAPs statewide will provide local users and travelers an emergency contact point.
  • Control Stations should rest on their Region I/O call.
  • All Control Stations are asked to scan the following channels: County All, County Travel, MO I/O Call

Region I/O Channels

  • Regional talk groups are designed to provide the interoperable platform for multi-jurisdictional, multiagency, multi-disciplinary emergency events.
  • Region Call is the in-region call channel. If your jurisdiction boarders another region(s) you should have those Talk Groups (TG) readily available – in some cases scanning may

be possible

Region I/O Channels

  • Region I/O Call is the “Call” channel.
  • Move extended conversations from the Call Channel to Reg I/O 1 thru 4.
  • Return to Region I/O call after extended conversation.

Region Events Channels

  • Regional talk groups are designed to provide the interoperable platform for multi-jurisdictional, multiagency, multi-disciplinary non-emergency events.

Statewide - MO I/O Call

  • “Statewide” talk groups are designed to provide the interoperable platform for multi-jurisdictional, multiagency emergency events involving more than one region.
  • MO I/O Call is the out-of-region call channel. Monitored by MO SEMA control room and by MO SEOC during declared emergencies.

Statewide – MO Events “Statewide Event” talk groups are designed to provide the interoperable platform for multi-jurisdictional, multi-agency, multi-disciplinary non-emergency preplanned events involving more than one region.

  • “Statewide event” talk groups require activation from the Missouri Interoperability Center.

Project 25 Subscriber Radio Requirements

  • P25 PDF
  • Device must be capable of Advanced Project 25 Control Channel functionality that enables explicit trunking. Due to the lack of standardized channel pairings in the public safety VHF High Band spectrum allocation, higher tier P 25 control channel functionality is required in subscriber devices on the MOSWIN network for it to be able to explicitly trunk and specifically assign unique, site based VHF channel pairings to a subscriber radio based on channels available, thereby enabling the subscriber to access the network.
  • This specific method of granting a channel is a more extensive process for the network’s Control Channel than in implicit trunking, where the channel pairings are standardized and a reduced amount of messaging on the Control Channel dedicated to channel granting is required for each channel assignment. In addition to the above criteria, subscriber units proposed for use on

MOSWIN need to be tested on the MOSWIN network to ensure consistent operation. Experience in other states, using both VHF High Band and 700/800 MHz Wide Area trunked systems, indicates that field testing of subscriber units prior to system certification is necessary to ensure that the full functionality of the subscriber is achievable and expectations of the users are verified. Those field tests include roaming throughout a system to ensure the subscriber transfers across all the zones of a system and we look forward to working with the vendor community on developing those tests.

Definitions

  • Talkgroup - The term roughly equates to the term “channel” in conventional radio systems. A talkgroup is similar to and serves the same purpose as a legacy “channel” in that it has a unique name and anyone with permitted access can participate with other users on that talkgroup. Similar to a conventional channel, a talkgroup can have any number of users.
  • Level 1 talkgroup - are internal talkgroups “owned” by Level One Member Agencies (see Level One Policy) and are used for internal day-to-day operations.
  • MO DPS Interoperable talkgroups - are “owned” by MO DPS are for interoperable use only and are “must carry” for Member Agency radios and wireline connected consoles as described in the Interoperable Talkgroups Procedure policy.
  • Shared Talkgroup - Talkgroups may be shared by more than one agency. However, if an agency has established an internal talkgroup for its exclusive use, such as wide area dispatch, the “owner” agency would have to authorize any outside agencies to share these talkgroups. A typical example is a county providing dispatch service for a city agency. Talkgroup sharing agreements are required; see Non-owned talkgroup authorization request policy for details
